New laws against Russians abroad. Farmers will pay for the war. Are there clouds on Mars?

On July 22, Russia's State Duma passed two bills in their second and third readings, and on July 24 the Federation Council approved them. The bills impose temporary restrictions on Russians abroad who fail to comply with court-ordered penalties.

The measures apply to people convicted in court as well as those punished under six articles of the Code of Administrative Offenses. As usual, the articles include discrediting the army, calling for sanctions and violating the foreign agents law. The measures include freezing money and property, denying loans and electronic government services, restricting driver's licenses and banning people from registering as sole proprietors, using notarial services or obtaining digital signatures.

On July 20, Kommersant reported that Russian farmers may soon be sold diesel fuel that the law prohibits them from putting in their machinery. According to the journalists, the Agriculture Ministry sent a letter to the regions on July 17 asking whether farmers needed diesel fuel with a sulfur content of 0.3 to 0.9 percent, as well as heating oil used in boilers.

Standard diesel contains up to 10 milligrams of sulfur per kilogram; this fuel has almost 1,000 times as much. An old Soviet tractor might tolerate a fivefold increase in sulfur, but a modern combine harvester's engine life would be cut in half, according to Kristina Romanovskaya, head of the Lazarevskoye farm. In other words, the cost of the Russian authorities' desire to continue the war will once again be paid by someone other than the Russian authorities.

The reason for the measures is a fuel shortage after Ukrainian armed forces struck Russian oil refineries. On July 8, the government expanded its ban on diesel fuel exports to include producers.

On July 3, the scientific journal Journal of Geophysical Research: Planets published an article saying Portuguese astrophysicists Francisco Brasil and Pedro Machado of the University of Lisbon, working with an international research team, had for the first time measured both the height and speed of atmospheric waves on Mars using images from a single camera. Atmospheric waves are oscillations in the air, visible as ripples in clouds. Using images from the HRSC stereo camera aboard Europe's Mars Express probe, they compiled a catalog of 146 wave packets and determined the cloud height and wave speed for 11 of them, with speeds ranging from 0.4 to 6.2 meters per second.
