Iran 3 mo without internet. China to build a school in Russia. Military centers for schoolchildren.

There has been relatively little news from Iran. The country has been without internet for more than 80 days, with 99 percent of the population offline. In January, when the internet was shut down for 10 days during protests, human rights activists said authorities killed up to 30,000 of their own citizens. On May 8, Iranians told NPR that pro-government influencers, propagandists and officials in Iran are receiving free "white internet" and "white SIM cards" so they can give interviews to American media on Zoom while their fellow citizens are cut off from the world. Activists are trying to break through the blockade with Starlink.

On May 19, the Telegram channel "Ostorozhno, Novosti" published a video appeal from residents of the Beryozovy neighborhood near Irkutsk, asking the Russian Foreign Ministry to urge Chinese President Xi Jinping to fund construction of a school. The nearest school is about 12 kilometers away. Officials promised back in 2021 to build a new school for 1,500 students. The Irkutsk regional Construction Ministry told residents the regional budget does not include money for the school over the next two years. "Developing cultural ties with China is the only possible path for us, when our country's priorities are somewhere in the realm of building new metro stations in Moscow and new schools in Tajikistan," the residents said in their appeal.

On May 6, Kommersant reported that Angolan military surgeon Manuel Nelson Tomas plans to run in the by-election for the Belgorod City Council as a United Russia party candidate. He has lived in Russia since 2010 and serves in a medical unit in the occupied territories of Ukraine. The first item in his platform is improving demographics.

On May 11, the International Coalition for the Return of Ukrainian Children met in Brussels. The coalition has expanded to 49 countries and organizations. According to Ombudsman Dmytro Lubinets, 2,134 children have been returned home through the Bring Kids Back UA initiative, while thousands remain in the occupied territories and in Russia.

That same day, the outlet "Vot Tak" reported that over the past five years, Russian authorities have spent at least 50 billion rubles to create and operate two networks of military-patriotic centers—"Avangard" and "Voin"—where schoolchildren have been sent for mandatory military training since September 2023. The networks include more than 150 branches in nearly every region of Russia and in the occupied territories of Ukraine.
