20 years ago, on December 9, 2003, the United Nations Convention against Corruption was opened for signature. This day became the International Anti-Corruption Day. As stated by the UN, corruption not only accompanies conflicts but is often one of their root causes.
Russia joined this Convention with exceptions, refusing, in particular, to ratify Article 20. In 2014, the founder of the Anti-Corruption Foundation, politician Alexei Navalny, and his team campaigned for the ratification of this article. It proposed criminal punishment for significant excess of the value of an official's assets over the size of their lawful income. The petition collected the required 100,000 votes but was rejected.
Putin's declaration for 2020 states that he owns an apartment, a garage, two cars, and a trailer. In January 2021, Navalny's team released an investigation about Putin's palace. According to FBK's estimates, about 3 billion rubles are spent annually on the construction of this palace.
Officials hide their incomes in various ways, using front companies, friends acting as "wallets", relatives, and changing names in property registries. In the summer of 2016, Alexei Navalny published an investigation in his blog about how the children of the then Prosecutor General of Russia in the real estate registry were encrypted as "ЛСДУЗ" and "ЙФЯУ9".
The billions withdrawn in this way are used not only for enrichment but also for corrupting officials and financing far-right parties and pro-Russian propaganda abroad.
Recall that on August 20, 2020, Alexei Navalny was poisoned. He survived thanks to a fortunate combination of circumstances, the persistence of his wife Yulia, his team, and international pressure on Putin. He is now in penal colony №6, notorious due to the investigation by the Gulagu.net project about torture conveyors. According to his press secretary, Kira Yarmysh, lawyers have not been allowed to see him for several days, and letters have stopped being delivered.
In 2017, the ECHR ruled that Navalny had been convicted in the "Yves Rocher" case in violation of Articles 6 and 7 of the UN Convention on Human Rights: the trial was unfair, and the sentence, in the court's opinion, was issued for commercial activities that could not be qualified as a criminal offense.
In an interview with the BBC in December 2014, Alexei stated that Putin started the war to distract attention from corruption. He also said that he believes the war will continue as long as Putin remains the ruler of Russia. And that Putin's fight against Ukraine is a fight against the European choice and the idea that corrupt rulers need to be overthrown.
On December 8, 2023, Putin announced that he would run in the upcoming elections next year. On the same day, Navalny's team launched the "Russia without Putin" campaign, which, confirming that the election results will be rigged, aims to convince as many people as possible to stand against Putin.
