On May 27, Reuters reported that Iran had finally restored international internet access for its citizens after an 88-day blackout. Iranians are celebrating the return of Telegram, Instagram and other social media platforms. WhatsApp, however, remains inaccessible without a VPN. An Iranian programmer named Keyumars said many people who ran businesses through Instagram and Telegram because renting a physical storefront was too expensive "lost everything during this blackout" and are forced to "start again from far below zero — while carrying heavy debts, losses, and lost customers."

On May 20, Decree-Law No. 97/2026 was published in Diário da República, introducing tax breaks intended to increase the housing supply in Portugal. ECO says the measure likely to have the greatest immediate effect is a cut in VAT from 23 percent to 6 percent on housing construction and renovation work. The incentives apply only to homes priced at up to 660,982 euros or renting for up to 2,300 euros a month. Tax deductions for renters have also been increased, along with other improvements.

On May 26, the Russian State Duma passed in its second reading a bill that would allow security forces to seize the property of Russians who have left the country and been convicted under a number of political statutes for actions allegedly "against the interests of the Russian Federation." Novaya Gazeta Europe reports that Article 1.8 of the Code of Administrative Offenses is also being expanded to add liability for offenses committed abroad that the authorities deem aimed against Russia's interests. They have created yet another way to grab whatever they want and intimidate those who disagree with them.
