No dia 17 de janeiro, Mikhail Savva, um perito do Centro Ucraniano para as Liberdades Civis, organizou uma reunião internacional com defensores dos direitos humanos, o "Solidarity Talk". O tema da reunião foi "Não-combatentes ucranianos presos ilegalmente pelos ocupantes: como libertar todos sem condições e trocas". O nosso representante também esteve presente na reunião.

De acordo com o Grupo de Direitos Humanos de Kharkiv e outros defensores dos direitos humanos, entre 7,000 e 14,000 civis ucranianos foram ilegalmente detidos desde 2014. Desde julho, vários funcionários da central nuclear de Zaporizhzhya foram mantidos na cave da esquadra de polícia sem que lhes seja notificada uma detenção formal. De facto, umas mulheres detidas desde 2017 continuam em cativeiro.
Alguns civis morrem durante a tortura e a prática da tortura está a aumentar. As pessoas não dispõem de apoio jurídico suficiente para defender os seus direitos. Estão a ser torturadas, algumas ficaram com os dentes completamente partidos. E há pergunta sabe quem vai pagar para lhes fornecer próteses dentárias. É preciso também de ajudar as famílias destes prisioneiros.
Os defensores dos direitos humanos precisam de ajuda: têm de procurar a localização dos "prisioneiros civis" na Rússia e no território ocupado da Ucrânia. Um advogado russo pode fazer um pedido de informação à prisão sobre a presença de uma pessoa e o seu estado de saúde. Muitas vezes, o Provedor de Justiça russo responde que não existem tais pessoas. Mas também há casos de sucesso, diferentes organizações já resgataram várias dezenas de pessoas cada.
Além disso, de acordo com os defensores dos direitos humanos ucranianos, parce que ninguém no estrangeiro saiba desta situação. Nós temos de ajudar a divulgar a informação. Podemos recorrer ao Grupo de Trabalho das Nações Unidas sobre Detenção Arbitrária, ao Comité dos Direitos Humanos e ao Tribunal Penal Internacional.
Mikhail Savva sugeriu que os Russos no estrangeiro ajudassem com o seguinte: precisamos de encontrar e pagar advogados para as famílias dos Ucranianos detidos ilegalmente, para que possam iniciar processos criminais nesses países por detenção ilegal. On January 17th, Mikhail Savva, an expert of the Ukrainian Center for Civil Liberties, held an international discussion of human rights defenders called Solidarity Talk. The topic of the discussion was "Illegal deprivation of liberty of Ukrainian non-combatants by the occupiers: how to release everyone unconditionally and without exchanges". Our representative was also present on the call.

According to the Kharkiv Human Rights Group and other human rights defenders, Russian authorities have illegally detained between 7 and 14 thousand Ukrainian civilians. This includes several employees of the Zaporizhzhia Nuclear Power Plant who have been held in the basement of a local police department since July 2023. Also, women arrested in 2017 remain in captivity. All these people lack sufficient legal support to defend their rights.
The practice of torture is gradually expanding. A Ukrainian expert reported that some detainees had all their teeth knocked out, and there is the question of how to fund their dental prosthesis. There have been cases where detainees died during torture. Of course, their families need help.
Human rights defenders need assistance: it is necessary to locate "civilian detainees" in Russia and in the occupied territories of Ukraine. A Russian lawyer can make a request to a prison about the presence and health condition of a person. Often Russian authorities respond that they do not have such people, but there are also successful cases where various organizations have already rescued several dozen people.
Also, according to Ukrainian human rights defenders, there is a feeling that nobody abroad knows about this. It is necessary to help spread the information. One can appeal to the UN Working Group on Arbitrary Detention, the Human Rights Committee, and the International Criminal Court.
Mikhail Savva suggested that Russians abroad can help by finding and paying for lawyers for the families of unlawfully detained Ukrainians to initiate criminal cases in those countries for illegal detention.
