On August 30, Alexey Chekmarev, press attaché at the Russian Embassy in Portugal, said on CNN 360º that Moscow considers Portugal "one of the most hostile countries in Europe" because of its support for EU sanctions and "comprehensive assistance to the Kyiv regime."

On September 4, Euronews reported that ORANTA, a Ukrainian aid association, had placed a bullet-riddled Ukrainian ambulance from near Kharkiv here, outside the Russian Embassy in Lisbon in response to Chekmarev's remarks. According to the association's head, Roman Grimalyuk, the crew was called in 2022 to help a woman wounded in shelling, and while the medics were inside the house, the vehicle was shot up. Since 2022, ORANTA has sent 31 vehicles to Ukraine, mostly decommissioned ambulances from Portuguese firefighters.

On September 1, Germany formally blamed Russia for an attempted attack on Leipzig Airport. On the night of August 4, a drone carrying explosives was found near Ukrainian cargo planes. Beginning September 18, German authorities will close Russia's Consulate General in Bonn, which was the last remaining, and terminate the agreement on the "Russian House" in Berlin. On September 3, the European Court of Human Rights said it had struck 879 remaining non-war-related complaints against Russia from its docket in a single decision. The court acknowledged that the complaints may be well-founded, but said the key issues had already been addressed in other cases and that reviewing each complaint would be too costly, especially because Russia is not complying with the court's rulings.

The human rights group "Team Against Torture" said that for the applicants, this means the court will not rule on the merits of the dismissed complaints. The applicants have essentially been left without a last hope for justice.
