On September 21, RusNews reported, citing Moscow resident Alexander Pavlov, that police shocked him more than 20 times with a stun gun after he tried to photograph a board with information about candidates at a Moscow polling station. The election commission chair refused to let him take pictures, and Pavlov waited for police so he could file a complaint. He said the officers who arrived twisted his arm, unlocked his phone with his finger and deleted some of his data. They then filed a petty hooliganism report against him. He now faces court.

On September 28, the Council of the European Union announced sanctions against 10 Russians, including three Supreme Court judges, over the removal of the Yabloko party list from the elections and the persecution of its political figures.

On September 30, the Parliamentary Assembly of the Council of Europe adopted a resolution declaring that the State Duma was not democratically elected. It urged countries not to cooperate with the Duma and to protect emigrants from transnational repression.

On September 30, Iran's judiciary news agency, Mizan, reported the executions of Ali Hemmati and Majid Nikandish. They were detained in Mashhad in connection with the anti-government protests in January 2026. Authorities link them to the deaths of four security officers.
