On July 17, political prisoner Said-Muhammad Dzhumaev, originally from Chechnya and a student at Moscow State University at the time of his arrest, was released after serving five years in prison. In January 2021, during a protest in support of Navalny—held after his arrest and the release of the documentary about Putin’s palace—Dzhumaev fought barehanded against three security forces officers in body armor, helmets, and wielding batons. When he fell, other protesters pulled him into the crowd. He was arrested only a week later.

The online outlet Caucasian Knot reported the details: Kadyrov’s adviser urged Dzhumaev to surrender and renounce the opposition. The Chechen authorities attempted to discredit him, but he refused to make a deal. Said became a social media hero. While in prison, he was subjected to harsher conditions and was placed in solitary confinement.

On July 17, the State Duma approved amendments imposing fines for searching for or accessing extremist materials through circumvention tools. Fines were also introduced for advertising VPN services. Interestingly, state propagandists opposed these changes.

On the same day, Deutsche Welle reported on the EU’s 18th package of sanctions against Russia. The measures include a lower price cap on Russian oil, a ban on transactions related to Nord Stream, and sanctions against several companies from China, India, Singapore, Mauritius, Azerbaijan, and the United Arab Emirates.
